How can I edit a picture using photoshop?

i know how to get the coloring. but i've always wanted to get the small lines [tv lines] on a picture but i just dont know how to get them using photoshop cs4. please help

but whenever I select a color, it says it's there, but it always shows up as a monochrome color. I'm using a different layer on top of it, how do I fix this???
