How can i make my own chat room?

i been in a lot of chat room's a want to make a chat that a lot of people will like but i want to make it like people can make profile's and some can become a mod "if i say" can any one help me step by step or give me any clue

ok, so i know how to create a chat room in the messenger so that my friends can enter if i invite them, but how do i create one that anyone can enter, like how it is if you go to join a chat room? Any suggestions?
