How do I remove the Yahoo mail "What's New" tab?

I've got this problem with Yahoo Mail where every time I open Yahoo Mail this person is there, two tabs open and it's sort of blinking calling for my attention. I think it's a chat window or something, but there aren't any words, I can't make it go away...

It doesn't link to anything and doesn't have a sub-tab menu. It has a little useless scrollbar-like tab that doesn't do anything. It has a little "down" arrow that doesn't do anything...What the heck is it for? How can I remove it?
