How do I repot my bamboo?

I have a small pot with bamboo branches cover with leaves and at the bottom the pot is full of white roots. Do I need to repot and cover the white roots with earth ?

I know that lucky bamboo is not really bamboo at all, but I am wondering if I can repot it in soil? If not, what should I use? It has definately outgrown its original pot. Thanks!
