How do you care for monarch caterpillars?

I kept monarch caterpillars many years ago, but I have forgotten just what care they need. I have them in a clean fish tank with two sticks and some milkweed leaves. They're crawling around and they're VERY small (just hatched). What do they need?

I've recently noticed a bunch of monarch caterpillars crawling on the plants outside. I know they're poisonous to ingest due to their consumption of milkweed, but are they safe to pick up? And will picking them up cause any harm to the caterpillar?
