Is it normal for guinea pigs to whine nonstop?

Don't they realize that's what reptiles eat?

i got two little guinea pigs yesterday and i have them in a cage and i am building a huge c&c cage but they are not running around a lot all they are doing are staying in the tunnel so i was wondering if this is normal in getting new guinea pigs...
