Is moving from Phoenix to Philly a good idea?

I've been thinking of moving to Arizona for 2 years now and I would like to know where are the best and affordable areas to live in Phoenix or near the Phoenix area?

We are 23 years old and love city living. She is going to go to Argosy University and I plan to work and go to the International Dermal Institute in Scottsdale. Scottsdale sounds nice to live in but maybe a little to old of a croud and high living cost...
