Is the water too cold on Pacific Beach Ca to swim?

I vacation alot in Florida when water Temps run 80-90 degrees in summer. I see the California Temps around 60-70. Thats cold ! How do people stand swimming on the beaches around LA ?

I am trying to plan a beach day with my friends, and we are trying to figure out when a good time for it would be? We are all from Toronto. And what are some nice, clean, sandy beaches no more than 2 hours from Toronto? Thanks so much :)
