My disk defragmenter won't open. What can I open it?

When I try to open the program it prompts to this message http://imageshack.us/photo/my-images/706… and when I try to remove settings nothing happens.

Ok i open up the Disk Defragmenter and when I click on Analyze or Defragment it says "Disk Defragmenter could not start" What do I do? I have no idea how this works..

I run the Disk Defragmenter a lot on my computers, i was told that it makes the computer run faster. But what exactly does it do? What does defragment mean? If you could, give me all the basics on Disk Defragmenter.

I have tried the advice of reinstalling it, downloading new things off the Internet, putting things in the command box, deleting programs and files for more space etc.. and nothing works! I go to disk defragment click on it and noyhing happens, someone...
