On yahoo messenger, why won't it let me go into yahoo chat rooms?

i have a compaq pc and when i try to go to my local chat it wont let me i have to bypass the by location and then go to the change rooms in order to get to my local chat rooms and it wont let me use messenger or java just the 2.0 can some one please...

why does it say "this request was refused" every time i try to go onto yahoo chat from yahoo messenger and it won't let me into any of the chat rooms? thanks in advance!
