What is a Vector Image?

How can i confirm when submit any Illustrator 11.0 file with vector image?

It seems that in deviantART, there are TONS of vectors, but only 4 vexels EVER. So, what exactly is a vexel?

I do designing for 99designs, but It says that you need a vector image. Heres my questions What are vector photo formats? Do i have to start from scratch to do this? I use paintshop pro x2, so anyone with experience please help.
