What is a server address on minecraft?

I don't have a static ip adress, and when i was creating a Bukkit server, i put in the ip address and it said, "logging in..." and then said that i couldn"t connect. I don't know if that's from the ip address, or from something else.

I am creating a Minecraft server, but I need an IP that will be accessible from anywhere, not just my home network. I don't want to use the IPs 192.168.1.xxx or 98.28.44.247. I also do not want to use Hamachi or any thing that I have to pay for.
