What is the best amp for two pioneer ts-w303r subs?

Ok I am going to buy two 12 inch pioneer subs with a 1600@ Sound Storm amp and I did not know if it was worth the buy of $250.00? I also wanted to know how they would sound?

How many watts do I need in an amp to power BOTH of them? Do I need an 800 watt rms or just 400 rms. I want an amp that does the subs justice without overpowering them.
