Where To Get Birth Certificate In Chennai?

i have my passport, sslc certificate and pan card. I am presently abroad. help please.

i approached a lawyer in chennai for getting my birth certificate..i even paid him 4k as initial advance.. but didnt get any invoice .receipt.. he hasnt responded yet...to my calls and didnt get me the birth certificate.. where do i complain about this...
