Why can't I bid on eBay?

do you know where i can find 1 in a store or on the web/

what are some things i can do? is there any way i can opt out of it?

i have a visa card i bought from right aid pre paid and sometimes i could buy things on ebay i also register that card on paypal and everything ,i cant buy some stuf so im worried that if i bid i wont be able to pay but even if it says it acepts paypal...
