Why do I have green static on my tv when playing a dvd?

Our flatscreen tv has moving lines when playing a dvd or video game but not when we are watching a cable tv show. How can we fix the problem?

have an rca drc 627n and it works fine until i hook it up to the tv. i can see the picture but there is no sound playing on the tv. the sound comes through the dvd player.
