Why does my computer monitor turn on and off?

This HP computer is fairly new, only about a year old. It hasn't always been doing this, but within the past two months, whenever I try to turn my computer on, my monitor refuses to work. The computer and printer both turn on, but the monitor displays...

when i turn the computer on the monitor goes on then off after about a quarter of a second and does this continually. if i turn the monitor off with the button at the front and wait a few seconds and turn it back on again it sometimes fixes it and nothing...

it happend before few times it always happend when i plug out and in....and i had to wait for few min like 5 min then i coul turn that on.......but now for a last time after plug that out and in....after few weeks.....it happend and monitor never turn...
