Why does the screen appear to flicker while the frames are animated in old school anime (and general old school animation)

It's hard to describe it but when there are many horizontal lines and I scroll up or down, those parts of the screen flicker a bit. I am guessing it has to do with how LCD screens work but am interested in a detailed answer.
