Why won't My bookmarks open?

when i put the cursor over the black part where the bookmarks should be visibly seen, only one bookmark is displayed at a time. is it because i have too many bookmarks?

bookmarks drops down with sites but will not open

I have been trying for over a week now to add and/or delete certain bookmarks. But each time I have tried it would not let me, saying there was a "problem" and to try again later. So I try again later and nothing. WHY ??
