Will there be a hospital to go to in the Sims 3?

I put in sims 3 and it said i needed shader model 2.0. I looked around on here and it looks like i will need a whole new video card. I dont know what video card will work for sims 3. I have windows xp. And i kinda cant spend too much on one.

Only one of my Sims will go outside of my home lot. When the others click on the car parked in the lot nothing happens? Also, will I lose my data if I uninstall and install again? Please help it's getting so annoying :(
