Why are gas prices rising?

Today's gas prices are a CRIME. Seems like everyone's just saying "oh well, nothing we can do about it" or cutting out vacations and such because they can't afford the gas. Our food and virtually everything is skyrocketing because of gas too...

Oil prices are well off their highs yet gas prices are rising rapidly. The refinery stocks are surging to new highs with many of them having doubled in price over the past few months. Are we being taken to the cleaners?

I live in California, lately the price per barrel has been dropping but gas prices has been steadily rising? I do not know why. Is it because of summer time? Thanks
