Why isn't my phone Charging?

My cell phone isnt charging and i dont know why. I have the env 2 and my charger was broke so i got a new one and it still isnt. I thought it was my charger but its not. The light comes on the charger when its pluged in but when i plug it into my phone...

I charge my android and it shoes the charging icon but the percentage is going down rather then up. I do have a battery saver app on my phone but it seems to not be working now.

My cell works and is in great shape. No problems at all except when I put my phone on the charger it takes FOREVER to charge. It will say its 56% charged then when I check it 15 minutes later it says 23% charged. It seems as though the charger is draining...

I've tried turning the phone off and taking the battery out. I have a samsung replenish. This really isn't a major issue its just annoying
